Those verses can be translated in many different ways, and many times people read into them (and many other verses) what they want to hear and believe.

The "deep" (Hebrew "tehowm") is mostly used when talking about the depths of the ocean / sea.
<< Deut. 33:19 says speaking of Israel, “ They benefit from the riches of the sea ( which I take to mean natural gas from the Mediterranean). >>
Deuteronomy 33 speaks to the sons of Jacob.
Specifically, Deuteronomy 33:19 is speaking to Zebullon and Issachar. We can see that in the prior verse (33:18).
ZNOG is drilling for oil at the head of Joseph (and NOT Zebullon or Issachar). Joseph did not receive a land inheritance like the other tribes of Israel, but his sons, Ephraim and Manasseh, did. You can see where ZNOG is drilling here:
So Deuteronomy 33:19 doesn't have anything to do with Joseph or his sons.
