Uncle Suggy and Auntie Sugar wanted to have effective control over the gse's. Defacto nationalization under the guise of conservatorship was the way to trick everyone. Since no court case has been able to stop them they have continued to do as they please. It's really not a matter of money right now but of control. They don't want to give shareholder that control right now or in the near future but when/if they are ready they will seek to maximize the 'taxpayer' interest.
