Well, technically Collins said that it was an action that the FHFA could take under the Incidental Powers of HERA.

THAT RULING will come back and bite them in the Arse! Indirectly with the (Tyle case) (CBFC case) ( Chevron case) ( FHFA unconstitutional structured ) then Colins opinion will have conflict !!! Then what??????
