According to my dd, the so called agreement/settlement was announced near the beginning of May (and could've been struck even earlier). So let's see...you said the deadline for the last quarterly was June 30.
Yeah, def not enough time to put together the massive job of filing the filing. Need at least a year or 2.......or 3. Just ask Babs, she'll know. She holds a masters in filing 4k's.
