normally and F and F is not normal - nor is its trading

an offer to buy at a price above the ask --- will be sold to you BY THE BROKERAGE from their shares which are not showing in most cases in the B x A size

i.e. such a bid - over ask - 99% of the time simply provides a bit more profit to the brokerage company on held shares (including shares they can borrow inside anyone's margin account holding the right shares ----------------- to be replaced when the brokerage in a nanosecond buys back cheaper)
