Unfortunately that’s exactly what it means.

If you have unrestricted shares you can’t sell them until they are cleared by a broker.

Someone just cleared those shares through a broker. Hence why the DTC number went up.

Those 100 million are tradable now, but we’re already part of the 900 million unrestricted.

So no “new” shares were added to the SS.
