BO administration goal - as I read it then and still believe ---- thin down GSEs share of MBS production for housing market - break their near oligopoly or whatever - and focus them (private) on key private utility stuff ---------------- while trying to stimulate a more competitive levleler playing field (the opposite of socialism or whatever). Since Banks did not want to paly "in the sunshine" - his dream failed and he never re calibrated
It seems that UST incorrectly assumed that the Private Market would come back in and eventually have a bigger footprint in the Secondary Mortgage Market and the NWS would force Congress to decide the "future of the US Housing Secondary Finance Market".
