It is, of course, anything but “neat”.

Guidelines which are honored more in the breach than in the observance are not worthy of the name.

It’s like pedestrian crossings in Italy. If you put any faith in the general rule that drivers will stop at them voluntarily, you will soon be dead.

iHub seems not to realise that, which is a pity.

There no longer are any rules regarding dog piling, excessive attacks, creating memes depicting posters shitting their pants, etc. etc.

When "rules" are not enforced evenly and in a constant fashion, they are not rules at all.

They are whims.
