And now we are back on this subject. Who is buying into this diversion of topics to discuss. With all on the table, what a waste. If someone wants to short, place an order and it likely will be filled or not based on availability at the time. End of subject.

Its meaning is simply that if you try and place an order to short SNPW with Schwab, it is unlikely to be filled, because Schwab doesn't maintain a supply of most OTC shares that it could use to short those stocks.

I just tried and it cannot be done. And it has nothing to do with the reasons you stated. It's because either Schwab won't or can't execute short trades for most OTC tickers.
