You just don't get it, do you?

Starting *NEXT* year, ALL those companies NOT using their full quota this year are NOT going to get that same quota for the following year.

They are going to be FORCED into having less quota. It's *NOT* their choice.

THEIR extra quota that they didn't use the previous year is going to be transferred to ELITE, because we ACTUALLY use up the full quota and have contracts and manufacturing capacity in place to show the DEA we can meet the extra demand.

They aren’t simply going to give up their allotment.
