Sketchy seems to be what ICOA is trying to clean up for the OTCM. Goodwill is purely a subjective number. Everything has been revised to comply with what the OTCM is trying to achieve: credible information to the public. Could sketchy things have occurred? Maybe. Would the OTCM forever banish ICOA because of it even if they put things right? No ICOA has done everything by the book now. The OTCM will remove the CE when they are satisfied. Why else would ICOA have jumped through the hoops they have, if they didn't have an agreement with the OTCM? Which ICOA already said they were in communications with them through this process.
