INTL moved it 10K to .0015. I'm thinking this MM is either directing things or is just a decoy with nothing behind its 10K.

Just needs buys set at the price above where INTL + OTCN are - they will usually move up if the buy is large enough - but if they fill at the cheaper price that is OK too as I'm certainly expecting .0050 > .0067 at some point
