Yeah that could be. It looks like if the transfer was initiated from within E-trade it depends on your "Cleared Equity". but if you can do it (somehow) from the bank side of things there is no wait time.

I'm not sure what you mean, I simply transferred money from my credit union checking account to my E*Trade account and was able to use it immediately.
