Seems odd the permit is still being held up….unless.

The ship lies in a state reserve area off the Jupiter Inlet where salvage has been banned. But in May, Jupiter Wreck Co. won permission to recover a ship in the reserve area, and the state is studying whether reserve areas are still needed.
