I'm not sure that is correct. I believe they are required to show all retail Bids and Asks at the best price. They are not required to show all of the bids and asks they may have down stream. If they have an ask of 100K at .0040 then they are required to show all 100K (it can be orders from more than one investor). But if they also have any other retail bids above .0040 they are not required to show them.

I believe the 10K minimum is what the computer sets when there are no retail orders. At least that's the way I read the OTC pink sheet info sheet. From Etrade almost all pink sheet orders are handled by computer. The only time a live person gets involved is when the investor does not have an online trading account and calls to place a trade.
