I'm not sure how much you know about OTC level 2 but each broker only has to show the best bid and ask. A broker can have 100K for sale at .0040 but can also have 10 million for sale at .0041 and the .0041 will not show up. OTC Level 2 is not like the NAS or the Big Board.
