Because if they really believed the stock price has the potential to move higher. They would be buying up every share at this level and higher. It's evident they don't. Who you had on the board is those who have bought lower and pump just enough to sell in the buying frenzy, and now they're gone. Now you have a small group leftover still trying. But no one is willing to buy higher. There's no more real interest or demand to move it higher. That is the way of the otc.
