I don't think the percentage means a damn thing at this point. If they released something with 1% DS at least it would prove that he could produce something. Up to now all he has proven is that he can't produce anything at all. He can promise to produce. He's good at that. He just can't actually produce. Every day, month, quarter, and year that goes by he keeps on proving it over and over and over. In a few months, decades can be added to that list. Decades of promising to produce, without actually producing.
