After Q2 report, GSE will have $110B (1.6% of $7T), GSE needs to raise $70B to meet New ERCF of 2.5% of $7 Trillion.

1.5% or higher may be good enough for 3R & let GSE raise $70B in secondary offer in open market where anyone can buy.

I would not be surprise, if Warren Buffett may already have hit 9.99% of current float and have asked his to be aquired community banks to load GSE. Then he will buy those community banks. That will give him control of more than 10% before dilution.
