s schwab allowing to buy penny stocks like fannie mae? i read vanguard does not allow as an example but not sure what is true.

Yes, I have Schwab and have no problems with penny stocks including FNMA and FMCC. The only thing with pennies with Schwab is your funds have to clear before they will take an order.
