There's a reason why Sec.Yellen refuses to meet with Sandra Thompson and you have posted it in this alleged quote:

The Treasury's Equity position is non-existent under the Separate Account plan that upholds all the statutory provisions, rules and financial concepts, and authorized in the FHFA's best interests.

The cumulative dividend the UST is entitled to, matches the interests due to FnF. So, it's netted out.
