It should be, but I am not sure about that. With Interactive Brokers Canada though, you will need to activate permission to trade OTC's if he has a cash account. But that should not be difficult. Here is the step by step for Interactive Brokers Canada (if that is what he is using)-
1) Log into Client Portal
2) Select Settings followed by Account Settings
3) Click on the Configure (gear) icon next to Trading Experience & Permissions
4) Scroll down to "Stocks", check the boxes for "United States (Penny Stocks)"
5) Click CONTINUE and follow the prompts on screen.

We are going international now! Should be awesome trade volume on Monday!
