In this part of Nevada, it would need two permits (1) modification to the WPCP with the state of Nevada (and assoiated reclamation bond increase (2) A county specific building permit. I am not saying that there isn't new construction. i am saying that none of the legal requirements for new construction have been applied for and no authorization has been granted (According to public records)
