It appears only 3 ways pps doesn't continue-down,

1. "Positive" DC results finally come in instead of the project being used as a dangling carrot, and the gov goes with a bigger contract based on the trial, or another gov signs a contract based on the trial results, followed by a snowball effect.

2. Vehicles actually get manufactured here in the US and start rolling off the assembly line.

3. Short squeeze, but even then, how long would pps go up before falling right back down. Options 1 and/or 2 are the only way pps would have a chance of steadily going up.
