SURG one more comment on the political risk

Federal welfare programs like this rarely get eliminated, but they can and do lose funding.

Take LIHEAP which is the low income heating assistance program. I doubt it ever goes away, but funding does get whacked.

- Fiscal year 2010: $5.1 billion
- Fiscal year 2011: $4.7 billion
- Fiscal year 2012: $3.47 billion
- Fiscal year 2013: $3.47 billion
- Fiscal year 2014: $3.39 billion
- Fiscal year 2015: $3.39 billion
- Fiscal year 2016: $3.39 billion
- Fiscal year 2017: $3.39 billion
- Fiscal year 2018: $3.15 billion
- Fiscal year 2019: $3.69 billion
- Fiscal year 2020: $3.74 billion

This is not established enough to ensure it continues on, but if it does funding could still be reduced or eligibility tightened. Also rules can change so outside of other concerns there is legit political risk. There is a grain of truth to the idea that there is no such thing as a temporary government program. That doesn’t mean they can’t change for the negative.
