That is not a direct offer from the company, but says it's an offer by an existing share holder (who apparently converted some preferred shares to common shares). A shareholder selling that many shares (basically a third of the current O/S) has to declare it with a filing.

[The filing says the O/S is still 29B.]

However, that's not good news for the small-time shareholders, as that means that the major holder is trying to sell all of those shares, so it has the same effect as though the company itself is selling them into the open market.
