I was wondering that too. Maybe it’s officially agreed to on May 1 but takes time to implement? That language is pretty vague

Yeah I think they misstated. It’s not effective until is published on the FINRA daily list. That list has an effective date and highly doubt it will show an effective date that’s already passed.
