Why would someone holding shares at $.12 buy more at $.03 when it’s likely more dilution is going to be needed to keep the company afloat and now it’s going to take at least 4 times as many shares to do the financing? You only average down if you think things are improving and the price isn’t showing it yet. So far I don’t see any signs of improving.

That implies almost NO ONE has an avg cost more than $.08 per share. Even if a “poll”had been taken (not everyone responds to a poll), to assume almost no one has an average cost over $.08 ignores the likelihood that a not insignificant number of shareholders actually have a considerably higher avg cost than $.08, the number or percentage of which is impossible to discern.
