Exxon is not sitting on their hands. They're working with others in partnership arrangement.
The reason Exxon hasn't commited is The process FCEL is trying to develop has not been proven. The costs of continuing to prove it is borne by FCEL. Exxon has nothing to lose by waiting. After 6-7-8 years, FCEL has come up dry.
Either FCEL delivers or they put their tail between their legs and back peddle out of there.

Exxon slow-walk partner turned one-way anchor!

They would control/kill the technology in a heartbeat, solely of their own interests.
Meanwhile, they continue their foot dragging on our weak FCEL management, left in despair.

Zero excuse to continue playing the sap with technology they control.
They have moved FCEL from weakness to a band of beggars.
They either commit being in 100% or cut them loose.

Driving the rich guy around in a fancy car is not the same as success.
