We have all literally heard that almost every week for the past 5 or 10 years.

My "watch" says different.

Now is the "time" to proceed with caution and not get roped in by a document designed to

sway the DOD into providing KBLB funding into (seemingly) perpetuity.

IF they provide anything at all (and that's a BIG "IF") they'll come with their own concessions

and the list will be well thought out.
