Because the DoD specifically is processing an RFI on Kim? This is what emotion and propaganda taking priority over intellect, looks like.

The slam dunk is the technologies. The secrecy around the properties of nearly pure SS, doesn't allow for specifics from the peanut gallery.

Suppose they want to have another fiber designed, and the silkworm is the only way to get there....assuming pure SS isn't already there. I doubt it, as they are asking for what companies already have. It is possible it's a formality, as they may already know, and the DoD has its ways.

Still, it is easy to see that much more research is needed on what the silkworm can accomplish, and this is a pathway to those achievements. The DoD might even connect KBLB, with other entities with similar protein strengths and endeavors. This is partially about encouraging promising technologies, in addition to keeping it home. Technological success will breed more success, and enable huge warehouses with environmental controls et al, that enable KBLB to go well beyond current capabilities.

I encourage everyone to get back on track with the reality of all the possibilities. If you think Senators and Reps aren't also pushing this, you are naive. There are many levels before this is escalated to Executive orders and DoD RFI's.
