If they havent requested stay at this point, they wont be requesting it (probably wise by the government, because they don't want the judges to think CFPB ruling impacts FHFA, as they are trying to differentiate it from CFPB, so in theory from governments perspective SCOTUS CFPB ruling shouldnt have an impact on FHFA, even though we know thats hopefully not true).

Also the 2nd circuit just issued a ruling on CFPB appropriations AFTER SCOTUS decided to take the case, that case is exactly what SCOTUS is deciding, so if that wasn't stayed pending SCOTUS there is no reason to think the Collins case will be.
