It seems that the FDIC bought CALL options, funded with the sale of CALL options with a higher strike price.
This is why the "equity appreciation rights on common stocks" are capped at $500 million.
Just guessing.
Options trading more proper of a hedge fund and unrelated to the FDIC's role in a Receivership with the liquidation of assets.
