Rules are made behind the scenes - ALWAYS. They are then validated to ensure their capabilities, and to see if they mask the areas correctly as needed. Once they go to congress (and then Senet). In all cases we have fluff pushes (very public) and we have rule based outcomes based on directed insights/full agreements (NEVER PUBLIC......until they are). Drugs, the war on drugs, the DEA, and the new alignments (FDA) all must be on same path (who has what oversight etc.).
That said - states may make their own rulings for their territories, but states also have congress men/women and senators.....(who will have over arching oversight - see statement #1).
Thus a state run operation and how it plays out is and will be ultimately defined by Federal oversite in order to expand - NO DIFFRENT than ANY product on the market and its placement even at lowest level (local oversight/city planners) - (what type of stores one can have and how many) to a Federal level (SUSTAINTMENT), and all based on positioning - see statemnent#1.
Getting together to design a system for an entire product line always seems to be choppy, but rest assured the basis of this is not, nor has it ever been. example - Buying airspace in the time of cell phone start-ups may have been disaster use to a number of businessmen who played in this game, but the rules that defined the drive forward was not (not saying key amendments are not always integrated at the right time).
