Really!! If you have that view with all the waste and fraud in government/military this is just a drop in the bucket. I don't see it that way. This is a legitimate expenditure on new technology that will save Americans lives. It is only the beginning of a huge market in my opinion. Yes it is slow in coming. That is the end result that we all should want and strive for.
