The 71.6 million is merely a polished turd on what they were touting before as "up to" 285 million (and if the deal did have low redemptions, we would be faced with enormous dilution). That is not good news. The EXIM letter is very nice but it is non-binding and so it doesn't carry much weight yet - it only shows that there is a possible light at the end of this tunnel. The only substantial good news is the NASDAQ listing.
