Typically for currently traded companies there are minimum market value and bid price requirements for 90 consecutive trading days before applying. So for example, if company has the needed market cap and does reverse split to get to say, ~$10/share for listing purposes, they'd have to stay above some minimum, maybe $4/share?, for at least 90 days prior to uplisting.

I seem to recall, NYSE terms are a bit easier than NASDAQ, but not sure about that.
