How about a link for context? An isolated snippet paragraph with no link really says nothing to back up the argument that GVSI does not have a FINRA restriction.

And GVSI is current with OTC Markets' lax reporting standards but not current with the SEC's reporting standard of audited financials which GVSI does not have. And FINRA's requirement for GVSI in the SEC/FINRA document specifically states they want financials from 2008 - 2013 which supercedes any isolated snippet you came up with that has absolutely no context.

Here is what FINRA is specifically asking GVSI for from 2020 - six years of financials from 2008 - 2013 which is why OTC Markets GVSI profile has the Rule15c2-11 warning.

Especially since OTC Markets verified GVSI's profile on January 2023 and updated it to Pink Current on February 2023 but didn't take the Rule15c2-11 warning off its profile.

And just because Sharp's attorney letter states that he thinks that GVSI complies with Rule15c2-11, it currently does NOT! Sharp's attorney is not FINRA or the SEC. FINRA wants six years (2008 - 2013) of financials according to it's 2020 decision and adverse GVSI action.
