MMs don't control the price. They facilitate market activity on behalf of customers to maintain a market in the stock.
ECSL is a pink sheet nothing stock. Supply and demand is driven by a handful of people on a normal day. Simple supply and demand determines price movement.
ECSL doesn't go up cause there is no demand willing to buy up the offer. In the case of ECSL there is always a ready supply of stock as it's been the company's only currency for years. So prior stock bought to fund the company or pay contractors is almost always available for sale when there is any demand. Millions and millions of shares over the years.
