Obama appointed Demarco to serve as ACTING Director of the FHFA in 2009 and he was not replaced until the Senate confirmed Watt in December of 2013 ... I do not believe Demarco was confirmed as "acting" officers do not have to be confirmed and serve under certain rules, unless they are nominated to serve in the position as the full-time officer
