whomarjb - you are correct. Yes I am aware that Sandra Thompson technically and legally is able to act on own. The question is - will she? I am tying to nudge this off dead center.

Maybe if she knows congress will be pushing in one direction, she may act before being told to.

Were you able to gather any other information from your "source"? I.E. are they just planning to run out clock/status quo or do they have plan to exit cship in the near term (0-2 years).

need congress for what?

I assume - Treasury does not need congress to tell FHFA that the SP is gone - LP is zero
I assume - FHFA does not need congress to accept that
I assume - FHFA does not need congress to cut the capital requirement set prior to 50% of the current level
i assume - FHFA does need Congress - does need congress - to fully restructure F and F --- as in the NWS IMO was not spoken to by Congress and FHFA did not have the legal right there --------- or if FHFA wants to merge the two - or redraft their charter be GOV agencies etc.

Summary - a lot of good (for equity) can be done by FHFA and Treasury without new law but not the complete reshaping of FNMA --- IMO
