Interesting, but not really. Note that the FEMA request that was denied was for a mere $3m..... to solve a problem from the 2017 flood event that was of similar magnitude to the recent rains.

There is no way, imo, that there could now be almost $2bn of needed work, no matter the duration.

It's a fantasy...as will be revealed in time....like the Sage Hen, which IS the stuff of fantasy.
