Personally I don't see it happening anytime soon especially as the Executive and Legislative Branches may be waiting for the Judicial Branch to decide the legality of this most bizarre fact pattern.
judicial action would make it easier for them to return all they took over 10% but they keep fighting tooth and nail as they have started to enjoy the loot and i don't see investors winning any as the judicial system has become corrupt and political, not the same.
