I think the reviewer has a good understanding of it. I don't remember the book from the time it was written--1970-1972--nor do I recall a big deal being made of it when it was last reprinted in 1982.
Evidently Brzezinski believed--correctly--that in the early '70s we were seeing the beginnings of a "technetronic" revolution that would displace capitalism and create a new elite. While that theory hasn't been entirely borne out in the past 50 years, some elements of it have come pretty close.
Again, I haven't read it, but it seems Brzezinski saw the new world he predicted as a good thing. Perhaps--as is always the case with social scientists' hopes for a utopian society--he failed to pay enough attention to the downside. But that isn't surprising.
I see nothing wrong with "globalism", except that it will always be unachievable, unless we can stop acting like cavemen.
