It depends on the type of case in question. Read the U.S. Court of Appelas own site - the link I provided - it states specifically the types of cases where the U.S. Court of Appeals has nationwide jurisdiction. That being said, I''m not sure but you could be correct that this particular case - the CFPB payday lending rule doesn't fit those categores - I haven't looked at it really. I guess the point I'm extrapolating is that if the U.S. Court of Appeals decided an administrative agency (like the CFPB) was unconstitutional then that would be the law of the land unless SCOTUS overturned it. Again, I imagine that is a separate argument than the payday lending rule being argued in this case.
