Anybody receiving a "finder's fee" for helping to sell shares or private placements is acting as a broker. Baclet was probably not a good choice for "finding" investors since he was prohibited and not licensed. My understanding was that he was getting a percentage commission (8% if I recall).
Add in the religion factor and veteran connections and you have the makings of an affinity scam.
