How were any of these docs tracked? Were these signed out/over by agency or someone? If so, any unaccounted for?

Yes, I would agree, a mess (dumpster fire) is a word to ease The Peoples minds (blink-blink). If the word disaster is used, maybe The Peoples eyes will see thru what might be referenced as smoke and mirrors.
