A process can only be completed after it's commenced.

They further describe the process "intending to";
File a "registration statement with the SEC in 2023".
"Distribute shares among shareholders"
And then list the shares on an appropriate [exchange or service]

I personally think that the "PR" is not word smithing. Just providing information about the reformation of PCT and it's Wholly owned subsidiaries and plans for them.
I'm therefore pleased that they are commencing....
