Nope. 8k says "common shares deemed outstanding". CEO said "our shares are outstanding".

Restricted shares are part of the OS. This quote says all of their shares are restricted. It doesn't say only 17% are restricted, it says "THE 93%"

Further, the 93% of the company that is beneficially held by RI legacy shareholders is under 6-month resale restrictions typical in a private issuance.
