Yes it is, the previous filing wasn't all that clear about what they were selling to whom (private investors, market makers, directly into the market or to someone that had something left in a pack of smokes (para phasing))
The PROBLEM I have with the filing is that NOWHERE does it say how many shares and at what price to generate the $32 million in stock and warrants, or what are the terms of those warrants.
As an investor, you might want to know these details, YOU SHOULD DEMAND THEM.
